01 / Background

• Ministry of Digital Affairs: inauguration, 27 August 2022. The ministry was newly established when Huang joined; digital public infrastructure in Taiwan predates it.

02 / One engineer, two weeks

The conversation is the speaker’s recollection. It is not a verbatim published transcript. The diagram is a conceptual illustration of why a technically small change may require institutional work; it is not an exhaustive or legally prescribed procurement procedure.

Comments about technical staff and administrative workload are personal observations. They do not assert that all Taiwanese IT civil servants have stopped writing code.

• Presidential Office: President Tsai attends 2019 Presidential Hackathon award ceremony, 27 July 2019. Supports the account of civil servants identifying needs and working with civic partners before the familiar budget-and-tender process. The quotation is a short excerpt of the official English transcript.

04 / What happened afterwards?

One-Stop Emergency Care / 救急救難一站通

• National Fire Agency: follow-up to the 2018 hackathon proposal. Documents cooperation with the Ministry of Health and Welfare and the National Science and Technology Center for Disaster Reduction (NCDR).
• NCDR: pre-hospital emergency-care application, 2024 results presented in 2025 (PDF). Reports automated data transfers in 20 cities and counties. The slide does not claim all 22 had completed implementation or infer an effect on survival.

“One-Stop Emergency Care” is a descriptive English rendering, not a verified official project title. The data-flow diagram is a simplified English explanation made for this talk.

Feng Cha / 奉茶行動 — CircuPlus 原點社企

• Taiwan Government Open Data Platform: 2020 winning teams. Feng Cha was already operating when it entered, with approximately 6,000 refill points and 20,000 app downloads.
• Oen / CircuPlus account, 22 December 2025. Later scale exceeded 15,000 refill points. This is a team-reported figure from a different date, not a controlled estimate of the award’s effect. Bottle-reduction estimates are deliberately omitted.

LASS — Location Aware Sensing System

• LASS open-source project and community.
• Water Resources Agency: continued LASS participation in Touqian River planning. Documents a partnership beginning in 2019, the 2021 award for “喝好水、吃好物、有良居,” and continued collaboration through shared maps and meetings.

05 / Institutionalized hacktivism and Bond

• The project's previously published forest illustration. Reused unchanged in place of the wallet screenshot for the 13 September revision. This is existing project artwork, not a newly generated image or a product screenshot.

The “Section of Plurality” / SPRIND anecdote is the speaker’s recollection. SPRIND was founded in 2019, before Taiwan’s ministry was established in 2022; the script does not claim he was already employed at the ministry when SPRIND launched.

The initial design took its editorial direction from mashbean’s platform escape-room presentation: large typography, document-like layouts, visible annotations and a different composition for each page. The 13 September refinement follows the black, electric blue and mint color blocks of Deutschland, was geht?. Typography uses the existing Geist font rather than redistributing the event site's Aeonik font.
